Professional Biography
Elenore A. Vaughn was appointed as the Executive Director of the Housing Authority of the City of Santa Paula on February 1, 2022. The Board of Commissioners selected Ms. Vaughn because of her more than twenty years of extensive & successful executive experience leading various organizations. She is a dynamic and highly accomplished executive with robust experience across operations, financial oversight, and marketing involving affordable housing, nonprofit and government organizations.
Ms. Vaughn is a results-oriented leader with a solid background in strategic positioning, developing high-quality business strategies and programs to ensure alignment with short-term and long-term objectives. She leads and motivates employees, advancing staff engagement & training to develop a high-performing managerial team and staff. Ms. Vaughn has a proven track record of increasing revenue and ensuring strong fiscal management while spearheading operational improvements and business activities to drive productivity and mitigate costs. She leverages business acumen by mobilizing funding strategies and driving growth, and profitability.
Since her appointment, Director Vaughn has been a dedicated executive leader of the Housing Authority of the City of Santa Paula. She is implementing agency oversight, fiscal management, and effective operations. Director Vaughn has focused on improving staff acumen and positioning the agency to build an asset portfolio and homeownership programs. She has also analyzed the housing needs of Santa Paula residents to ensure those who qualify are able to participate in a productive Housing Choice Voucher Program (HCV).
Director Vaughn has restructured the agency to develop departments and delineate necessary functions. She established the first strategic staff retreat of the agency to ensure complete employee support and participation in the planning process for the organization. She provides staff oversight & professional development to improve skills and ability to effectively manage case files, handle proper waitlist management and overall Housing Choice Voucher Program implementation. She prepares timely and accurate financial performance reports, utilizing data to facilitate important business decisions. Director Vaughn implemented an office modernization project to upgrade software, phones, and general office improvements. She retained a professional web developer to improve the current website.
Director Vaughn is also utilizing her numerous years of experience working with elected officials, community organizers and business leaders to develop strong working relationships with City of Santa Paula council members and staff, as well as Ventura County Board of Supervisors & executive office and staff. She also works closely with affordable housing developers, community organizations & housing advocates providing leadership and expertise to ensure the importance of affordable housing remains a vital focus in Santa Paula and Ventura County.
Prior to the current position, Elenore Vaughn is a former leader of the Housing Authority of the City of Los Angeles (HACLA) and Habitat for Humanity, Los Angeles.
